With Kim Horowitz, current member and former foreperson of the Santa Cruz County Civil Grand Jury

The Civil Grand Jury is the county’s volunteer watchdog group that monitors and investigates the functioning of local government officials and agencies. Kim will share her experiences of serving as foreperson of the Civil Grand Jury and give us an insider’s look at how the grand jury conducts investigations and issues findings and recommendations to the Board of Supervisors and related public officials. She will also touch on some of their more controversial findings and the resulting backlash.

TBE member Kim Horowitz is serving a second term as a civil grand juror and served as the foreperson during her first term on the grand jury. She is also a trainer to incoming grand jurors for other counties in California.
